Obviously, it needs a new laser assembly. Refer to the chart in the link on which assembly your PS3 uses (towards the bottom):
Brand new PS3 laser assemblies aren’t sold anymore and are hard to come by, so be careful when shopping online.
By the way, this is why you don’t buy non-working PS3s regardless what the problem is. A dirty lens never causes the PS3 to not work. A failed laser assembly does, though.
